陈舟:对中国来说,根本没必要挑战美国的霸权地位。我们所考虑的是,在台海出现危机时阻止美国的干预。应该由海峡两岸的中国人而不是其他人来解决台湾问题。利用和平还是军事手段来解决问题完全是中国人自己的事情。
明镜:北京打算如何阻止美国人的干预呢?
陈舟:(中美)双方都希望维持台海和平与稳定。中国想发展经济,我们不希望发生战争,甚至连危机也不希望出现。情况就是这样,但我们必须做军事上的准备。
明镜:也就是说,北京强调的是威慑?
陈舟:对,威慑是我们的战略之一。我们的目标就是维护台海地区的和平与稳定。过去,我们对威慑的研究重视不够,现在,我们对威慑的效果很感兴趣。我们一定要能够阻止、解决和控制危机。危机管理是我们的首要考虑,如果我们能够威慑,就能够解决危机。
明镜:你们已经显示了你们能够震慑美国人。比如,你们的一艘潜艇就在被发现前接近了“小鹰号”航母。
